On Thursday, the Supreme Court criticized the Delhi government for the excessive pollution levels in the nation’s capital and its environs, calling the GRAP-4 measures’ execution a “complete failure.” With the exception of the school limitations, the court decided that all anti-pollution regulations would be in effect until Monday.
In the interim, the court mandated that the anti-pollution organization CAQM convene and provide recommendations for reducing the GRAP 4 limits to GRAP 3 or GRAP 2.
The court further requested that, if necessary, the body take into account using a hybrid model that combines GRAP 4 and GRAP 3 measures.
The bench said, “We make it clear that all GRAP IV measures except the measures which are modified in respect of the schools will continue to operate till Monday. In the meantime, the Commission for Air Quality Management will hold a meeting and come out with the suggestion about moving from GRAP IV to GRAP III or GRAP II. We also make it clear that it is not necessary that all measures which are provided in GRAP IV should be dispensed with”.
For breaking its instructions to enforce the prohibition on heavy truck entry into the nation’s capital, the court has ordered CAQM to take swift action against senior police, government, and civic agency officials in Delhi.
In order to prevent satellite detection, the Supreme Court further requested that the Punjab government direct its officers not to counsel farmers to burn stubble after 4 p.m.
“We are not sure of the correctness of this news but if it is correct, it is very serious. The (Punjab) state officials cannot permit any farmer to take advantage of the fact that at present activities are being detected that take place during a few hours of the day. The Punjab government should immediately issue instructions to all officers not to indulge in any such activities,” the bench said.
On December 2, it will hear the case again.
