The agency also alleged that the Indian government had started interfering in the 2021 elections and was focusing on low-numbered constituencies. India assumed that a section of Canadian voters of Indian origin sympathized with the Khalistan movement or pro-Pakistan political stance.

CSIS gathered intelligence and found that a proxy agent of the Indian government may have attempted to interfere in the democratic process by providing illegal financial aid to a pro-India candidate, the document said.
